IMO, Billy knows he will be a target in any jail. Especially if he testifies against any of the others specified in his "Other Acts".
I wonder if this will figure into his possible pleas?

Maybe, but Billy is such a huge guy it seems he can probably take care of himself.
JMO, he has that same sense of entitlement the elder Wagners had and seemed to instill in their kids. I think Billy actually believes that the Rhoden's "deserved" to be killed and he shouldn't be punished for doing it. "They had it coming." He probably thinks he can convince a jury of that and win an acquittal.
ETA: I also agree with Piffcat above about Billy's tattoos and links to "white power". I've heard those gangs are very prevalent in Ohio prisons and they protect each other.
