I wonder if he had a vehicle, but not necessarily a car? A bike would be easy enough to tuck away on a quiet side street, for instance
Something I noticed when I did a street view walk of the area is there are those pay as you go scooters there on one of the corners. I think if he got on one, he would likely show up on camera on it, but I did find it interesting they were there. Not sure how that works, but it seems those would be traceable if you have a card that prepays or if you use a card to unlock them.

This is a great news.

I am baffled by this perp. To me, the videos look like he is killing time and/or watching for someone specifically. Did he follow someone into the building? The idea that he had delusions and thought he was following someone is also an idea to consider.

I remain on the Fence of No Theory at the moment, and seat up here is big and sturdy, not leaning in any direction.

Thank you for posting this it is SO helpful! I don't have any fancy software to do all this, but I was just trying to piece this together this morning and had a good idea how it went, but this just brings it all together so well.

I wrote down all the notes from the video LE released yesterday. Example 56 Cooke shows walking East on Manning and turning south on Cooke.

I wrote the times and then where he was walking. I pulled up google maps and just followed along for the entire route they outlined yesterday. I thought he was just randomly wandering, but after looking at the map and reading where he was walking, I think he was looking for someone or something. I had a thought if someone was say dropping a bag somewhere for him and he didn't bring a cell phone, then he wouldn't have a way to contact that person to get updates. So, he might be walking up and down a few streets waiting, watching, etc. OR he could have pre-planted a bag and he was trying to retrieve it, but maybe he kept seeing and had to wait for the right time. I think whatever it was it happened around Cooke and George Street.

Here are the directions if anyone wants to also look at a map and follow. I might be easier to see what I am talking about if you do.

2pm walking east on Manning and turning south on Cooke
2:04 walking on George heading east toward Governor
2:07 walking on George heading west toward Cooke

*** so he walks down one street and right back on the same street

2:08 walking south on Cooke
2:09 Walking east on Benevolent and then west toward Cooke

*** so he walks down the next street and turns back on the same street

2:13 walking on George going west toward Cooke
2:16 walking north on Cooke then abruptly west on George
**** this is where second person follows

2:18 walking south on Hope
2:20 RUNNING east on Benevolent towards Cooke and he turns north on Cooke

Interesting there is no mention of footage showing him walking north on Cooke. There is a camera there at 110 Benevolent that captures him walking north on Cooke earlier and turning west on George. This is the same camera that captured someone follow him just a few minutes before. So, he basically circles the block after the person followed him and he's heading right back to the spot where he encountered the person and ran. BUT if he wasn't seen on camera, he had to have gotten into a car there or he is seen and they aren't sharing that footage.

***This is where there is a large gap. He isn't seen on camera again until 2:51.

At 2:51 he's seen walking west on George toward Cooke
2:52 he's on Cooke and turns west on Manning
2:52 walking west on Manning
2:53 Nissan rogue catches him turning north on Hope

You presented this very well. So where was he between 2:20pm and 2:51pm. Almost 1/2 hour. Then there is more than an hour between 2:53 and 4:03pm. Where was he during that time as well?

So after watching the GH video, I am curious why LE hasn't asked for any of the people who crossed paths with him to come forward. There was one woman in white walking and then we see the second guy in black who the suspect was running from and then the guy was also seen running toward the direction the suspect was. I would think either of those 2 would be good witnesses to at least see what they remember. I for sure would think they would want to talk to the second guy in black seen running.

In this case, I don't think it's a 2-shooter theory so much as wondering if this second person helped the shooter before and possibly after. It is bizarre that the shooter runs around the corner in what looks like trying to avoid this person, but then that person runs after the shooter. The shooter then circles that block and runs toward the location he first encountered that 2nd person and then he isn't on camera for 30 minutes. So, in this case I think it's not just that people report seeing 2 shooters (which usually is false), it's that the shooter is seen on camera seeming to avoid or look like he's trying to avoid someone and then he circles back and disappears from cameras.

I think they likely have asked people to come forward through more direct channels. The university posted a BrownUAlert on their official LinkedIn asking anyone who was at Barus & Holley to contact Providence PD for an interview. I’m assuming they sent that same alert via text and email to all students/staff/faculty as well.

When I was a student there, the Department of Public Safety would send emails alerting people of a crime and ask anyone who was in the area or has any info to contact the Department of Public Safety or Providence PD. I think it’s probably logistically difficult since a lot of people left Providence or are currently traveling so scheduling and conducting interviews can’t be easy. I have faith they’re working on it though!

Just want to clarify as others ahead of me, it's not a two-shooter theory. His theory is that the two individuals (if that's accurate analysis and some weird video glitch or somesuch) are correlated. One moving relative to the other.

Someone upthread opined that maybe one was running to catch a bus. Coincidental perhaps.

Regardless GHI has good video and it's easy to follow.

What does he have in his right hand in this capture? Could that be a cell phone? Is he looking at the time?

well, under the theory that the person who seemed to chase him at 2:16 did so because they recognized him, it seems unlikely they ever caught up with him, because he's around the block and back to his starting point 4 minutes later. doesn't leave much time for the conversation you'd expect. "what are you doing here?? and why are you acting weird?" ... to the point where a person who felt compelled to chase him moments earlier is satisfied and moves on.

I don't think the other person is chasing him. I think that is him and he stops behind the bushes and then runs. That is him running, he's the only one running.
For that particular snippet of footage (of the POI behind a distant railing), watch the timestamp as the footage plays. It's smooth up until 2:16:28 pm (meaning 2:16 and 28 seconds), then jumps to 2:16:36. Eight seconds of footage are missing. At 2:16:36, we get a frozen frame playing for a couple of seconds, during which the timestamp is static. Then, we get smooth footage from 36 seconds past. The edit and the missing eight seconds make things harder to interpret.

We have cameras at our business and some of them are motion detection. Meaning they will not record unless there is motion. When I'm reviewing footage I find that quite often on some of the cameras. It's frustrating to say the least. That is why I said, I believe he stays there behind the trees because the camera is not detecting any motion.

Is it absolute that it's two people?

Is it absolute that the timing is linear?

Could it be a function of a security camera that records while it is recording? Double capture?
