It's both – the timestamp jumps from 28 seconds past to 36 seconds past, so eight seconds are unrecorded or have been edited out. Then, there's a frozen frame at 36 seconds past but nothing missing after that – the timestamp moves smoothly to 37 seconds, etc. It originally looked to me that it was the second person, originally visible on the right of the video footage, who was running, and not the POI. I'm not certain, though. My first thought was that the second person, wearing a lighter-colour hat than the POI, broke into a run the way I would if I saw a bus arriving that I wanted to be on, but I don't know the area and I don't know if that's a possibility.The video GH made that @Megnut posted earlier shows it very clearly. I am not curious if there is 8 seconds missing OR if LE chose to have it "paused" on the still frame, so something wasn't show to us. I am guessing most likely it was just paused due to no movement and the camera is triggered again, but it also has me curious if it was continuous and showed something that LE doesn't want us to know (like those 2 talking or handing something off. Maybe they want a connection between those 2 to remain holdback evidence or something like that. IMO
For clarity: the long pause is on the frame after the missing footage, not before. It's not clear to me why the paused frame exists. Is it to get people to look at something in that frame?
