The southern city of Kherson is de facto controlled by the Russian invaders since March 2. The city mayor said that "for the Ukrainian flag to continue flying over us" he negotiated with the Russian forces several conditions, including:
1. Strict curfew from 8 p.m. to 6 a.m.
"They wanted to destroy us so many times, but they couldn't," he said.
2. Cars are only allowed to drive in daylight.
3. Only cars carrying necessary supplies such as food and medicine can enter the city.
4. Citizens can walk alone or in groups of two people. They have to stop when demanded. They must not confront the Russian forces.
