The only WV Senator I know that is resigning is Democrat Ron Miller who is leaving the Legislature and taking a role as an agriculture liaison with Gov. Jim Lunsford.

He is only a state senator. Has major agricultural business and owns many acres in and around Lewisburg.

For some reason, I don't think he has anything to do with the Russia investigation. JMO. Have you heard any thing connecting him?
