So, if you use two different phones, all the calls to that number are on the same bill? Right? Didn't know that.
Yes, the sim carries the number, and it is billed, I guess you could say. Doesn't matter what phone it's in, as long as it's a provider phone. There are ways to make phones use other providers, but I don't know much about it.
So unless Casey hacked the phone and had another provider, or someone else's sim card, all her phone calls would show on her bill, regardless of which phone she used. Blackjack is an ATT phone, and is her provider.
