“It’s wicked scary,” said Graham, who said he feels at risk in the parking lots around campus.


Prairie View A&M University had the second highest rate of crime in 2013 at 3.4 crimes per 1,000 students, with 16 burglaries, four robberies, five motor vehicle thefts and three forcible sex offenses.

Stephens pointed to beefed-up patrols on campus and off-duty deputies outside student housing as a reason for a decrease in crime at Prairie View &M.



THIS^^^ is why the cops stop and question people...

I live in a big city with major crime and I have yet to have LE come to my home or up to my vehicle and at random ask me why I'm in the area or what my intentions are.
If I had guests that were visiting from outside the area I would also have questions of LE for asking questions.

Good luck. Stay safe. If your car brakes down, don't knock on anybody's door for help. There is a lot of crazy people whit guns in that state, who may answer the door.

Agree - Get a tune up on your vehicle (serious oil and lube job and check all belts) to make sure you can cover the distance you need to travel. That's what I had a relative recently do that decided to travel to Memphis recently from central Ontario. They got there and back with no breakdowns - the be all and end all to all trips.

If the persons are doing something that gives LE probable cause to question and/or search them it's legal IMO.

Standing around is a little vague. If they are standing around and someone sees them exchange something with another person and the witness calls the cops, they would clearly have probable cause to search.

LE may even have probable cause to question if a person is hanging around a corner known for drug deals taking place. JMO.

There are way too many innocent people being shot by gang crossfire. The cops are trying to catch the shooters BEFORE they start shooting. There have been a lot of gang shootouts on street corners. One group begins firing at another and innocent people die , sometimes in their own homes. Children have been killed sitting in their own rooms by errant bullets.

That is why LAPD likes to stop and frisk groups of young men loitering on the corner.

IMO

You probably do not fit the descriptions of recent crime suspects. They are looking for people matching the descriptions of recent armed robberies or rapes. Most likely young males, of all colors.

Officer Goodie said it was because of drug activity in the area. This leads me to conclude that in general the area was prone to drug activity but nothing happened that day or evening that would cause her to be looking for a suspect of a crime.

I always thought that in order for LE to ask for ID there had to be some infraction or if they were looking for a suspect in a crime. IMO

I have always been under the assumption that in the USA you're free to walk around with ID anytime you want, but apparently it varies from state to state:

Sixth Judicial District Court of Nevada, the Supreme Court upheld state laws requiring citizens to reveal their identity when officers have reasonable suspicion to believe criminal activity may be taking place. Commonly known as “stop-and-identify” statutes, these laws permit police to arrest criminal suspects who refuse to identify themselves.

As of 2013, 24 states had stop-and-identify laws. Regardless of your state’s law, keep in mind that police can never compel you to identify yourself without reasonable suspicion to believe you’re involved in illegal activity.

I never said anything about the neighborhood in question. I don't even know what neighborhood the councilman lives in.

I was talking about why cops question people that they see standing around in residential neighborhoods.

Cops ALWAYS have a list of suspects they are looking for.

This seems to be clear cut to me. Miller interfered with police while they were conducting an investigation. If he had simply stepped back and removed himself from the situation he would never have been Tazed.

JMO.

That seems clear on the face value of the situation? Why was LE there at that moment? They happened by? Why did they stop those particular people for questioning? Some people are wondering about that.

There could be different reasons why the police wanted to question the four men. They had no obligation to explain the reason to councilman Miller. JMO.

Cops are the topic of conversation. I was talking about cops and what they do when questioning people. I was on topic but thanks for your concern.

He did step back and remained standing silent until the officer put his hands on him and ordered that he step back even more.

When cops patrol a neighborhood they are looking for anything unusual. Seeing 4 young men standing alongside the street, while one changed his shoes would get their attention.

They could have just driven by and ignored it. But then later they might get a report of a burglary or armed robbery at that same address and they would think "WHY didn't we stop' and question them.

Good policing is pro-active.

So these three men fit a profile of suspects that they were looking for? Or were they just guys having fun and horsing around during their homecoming.

He came out of his home and began interfering with police business out on the street.

Watch the video again. He is clearly not on the street. All reports are that he was on his own property.

Do you have a link to a video showing that? I watched the one video linked here and I don't see what you describe.
