I am confused why you think Malik being there would cause council tax arrears as him being there would not affect his council tax unless again they were on benefit. About rent say you have a whole street of identical three bedroom houses - the base rent will be the same for all the houses. If they are on universal credit they will pay some but otherwise people pay the same rent. I wonder is that one of the reasons for claiming malik was never there .if one or all three got off are they trying to evade council arrears I know it sound petty in the grand scheme of things but these 3 are all about self preservation and victimhood

Council’s differ from County to County. For example, some Councils will not tolerate you leaving your wheelie bins on a public path. They also fine you for it. Our council will not do anything even if the bins are blocking a path.

Sorry I thought uk was same as council in Ireland .rent is assessed on income coming into house and if you dont declare all income you will have to pay arrears and be in trouble too . And social welfare benefits will be cut or stopped altogether and you will owe money to them too . Everybody's rent is different here unless on same benefits.
