From what I'm aware, it is very rare for LE to make public their use of dogs in the course of investigations. Usually when they do announce it, it's when the media finds out anyway, or when they are trying to reassure the public (usually during searches).

Most likely they are waiting for an outside expert to help get more definitive characteristics - coroner's offices rarely have experts on hand that have the background needed to handle severely decomposed remains.
In addition, LEAs & coroner's are very cautious when it comes to ruling things...

That comment was made based off of the initial report, which only stated that a female body was found in a wooded area. I haven't really been able to keep up enough to comment since (I'll probably get way behind again shortly).
It's just a probable cause statement. Those always look weak, as they only put in the bare minimum needed to press charges. They never play their hand this early.
Just for those who don't know, probable cause is a very, very low standard of proof. Thus, the weak looking statement.
