I don't know. I would love to hear the locals' opinion of why they think LE thinks the perp/s are following this story in the news. Also, curious of thoughts on the positioning of the girls' bodies...

It mentions Evelyn Miller's case and her killer, Casey Frederickson, as a reason they're not releasing the COD on the girls.
It was pretty obvious that Frederickson was the perp from the beginning but the problem was no valid evidence. He lived in the same residence, so his DNA and fingerprints all belonged there. Her body had been dumped into the river, which tends to wash away forensic evidence. Sure, they could have charged him (and plenty of people wished LE would) but a first year law student could have successfully defended him at that point without losing more than a day in classes.
By keeping Evelyn's cause of death as closely held as possible, there was only one way for Frederickson to know she died of strangulation when he started talking to cellmates. It also served to validate that those conversations really happened because there was no way for his cellmates to know how she died except that Frederickson told them. And the cellmates were quickly cleared in the matter of the night Evelyn was abducted, leaving only one conclusion.
People talk about what they do. Some people tell everyone (hello Twitters and FBer's!), some only do it in quiet private conversations. Some people somehow elicit deep confidences from total strangers; my mama was like that and I was always amazed at what people would tell her in 5 minutes of conversation. I'm not talking about sports preferences, I'm talking about women confiding about their abortions before abortion was legal, men who thought maybe they were drinking too much and doing bad things when they were drunk and on and on. Maybe they sensed that my mama listened with compassion and sympathy, I don't know. I do know she helped a lot of people and even now, more than 4 years since she died, we are still hearing from people she helped.
Chances are, the person who did this will talk as well. Those who don't talk are in a minority. They may not confess but may say something casual like "Wow, I can't believe someone could knock those two little girls on the head like that." Not really a startling sentiment unless that is in fact the causes of death for our two girls.
Someone out there needs to remember some such comment and realise that maybe it would help the case.
