Garrido Case Puts New Meaning to Sex Offender Sweep

Agents surrounded a motel in southern Santa Clara County Wednesday night on a stake out for sex offenders.

Back in July 2008, this same team searched the Antioch back yard of Phillip Garrido and found nothing.

Agents says they didn&#8217;t realize at the time how far Garrido&#8217;s property line ran and missed finding kidnap victim Jaycee

Dugard. They say they don&#8217;t want to make the same mistake again.

More than 60 undercover agents with the SAFE, Sex Assault Felony Enforcement, Task Force fanned out across the South Bay the

last two nights, checking up on sex offenders. It was an official 48 hour sweep.

During an afternoon news conference, Alameda County Sheriff's Sgt. J.D. Nelson said the team of specially-trained dogs brought in to search the yard Thursday morning gave a "tentative" indication that could mean human remains in the backyard of the Garrido home.

"One of the dogs gave an indication on one of the areas of the Garrido property," Nelson said. Another dog was moved to the same area and also signalled the possibility of something buried in the yard, Nelson said.

It's an open ground area," Hayward police Lt. Chris Orrey said. "We're going to be running the x-ray equipment, probably (Friday), to get a subterranean look at things and we'll eventually be digging there."

Alameda County sheriff's Sgt. J.D. Nelson said during a search, a cadaver dog gave a tentative feel of a cadaver at one area of the residence of Phillip and Nancy Garrido.

After the first dog made the indication, a second dog was brought in and also made a connection to the same area, according to Nelson.

"From an evidence-collecting perspective, it's very difficult. This is kind of like sifting through a landfill," Nelson said Wednesday. "I would describe it as somebody who's saved and collected years and years and years worth of junk."

Cadaver Dogs Attracted To Area Of Garrido Yard

Authorities were quick to point out, however, that the dogs' interest does not mean there is anything in the yard of value to their investigation.

"Nothing is perfect, this is a tool, it's an indication," Alameda County sheriff's Sgt. J.D. Nelson said this afternoon of the dogs' reactions. "There are cases of false positives."

The discovery was part of a thorough search of the two properties. Investigators removed about three truckloads of trash, debris and vegetation Wednesday and took away another 10 truckloads of trash today. Additionally, investigators disassembled sheds and a deck on the property.

Investigators will continue work Friday before sealing off the properties and suspending the investigation over the weekend, Nelson said.

Orrey said the search could continue into next week, though it will be suspended over the weekend both to cut costs and to give investigators a much needed break.

Katrina Rodriguez was 9 when she saw her friend grabbed off a street in 1988. She saw the man who grabbed Michaela and was startled when she saw pictures of Garrido after he was arrested, recognizing something in his eyes.

Investigators searching the property of kidnap suspects Phillip and Nancy Garrido plan to focus today's search on clearing remaining debris from the area and using equipment like magnetometers and ground-penetrating radar to search deep below the ground.
During a morning news conference laying out plans for the fourth day of the search, officials said dogs that search for archaeological remains would not be brought to the scene until Monday. The dogs will further investigate a possible finding on the Garrido property Thursday by two cadaver dogs trained to detect human remains.
Authorities are seeking clues that may tie the Garridos to the disappearances of Michaela Garecht in Hayward in 1988 and Ilene Misheloff in Dublin in 1989.
Authorities will suspend their search over the weekend to give investigators some rest and cut down on overtime costs, Hayward police Lt. Christine Orrey said.
Plans for today include dismantling a shed on an adjacent property, some concrete slabs on the Garrido property and to continue searching the inside of the Garrido house, Orrey said. more at link: http://www.contracostatimes.com/news/ci_13366706

Investigators plan to pull up several concrete slabs Friday that seem randomly spaced on the property, reports CBS News Correspondent John Blackstone, who adds that probers want to look behind the walls and under the floors. If necessary, says Blackstone, they may tear down the entire house to learn its secrets.

Investigators planned to use high-tech, ground-penetrating radar equipment to scan the site on Friday. They would start digging if the radar gives more specific information about what is underground, Nelson said.

Police say they also found numerous documents written by Phillip Garrido, along with personal items they wouldn't identify belonging to Jaycee.

Authorities have also released the first photos from inside the Garrido home. Blackstone says they "gave another glimpse into life there -- "a mess" that "could show a household in disarray -- or the way a place looks after a police search. CBS News spoke with a private detective who was in the house before the Garridos were arrested who says it wasn't in disarray.

On "The Early Show" Wednesday, Michaela's mother, Sharon Murch Murch, said the search "fills me with hope. When I first heard that Jaycee was alive, my first thought was, 'Michaela has to be with her.'

"Since that time, I have heard that the neighbors reported to the police several years ago that there were girls living in the backyard at the Garrido house, and they didn't say there were three girls living in the backyard. They said there were five. And the age ranges they gave could've included Jaycee and her girls among the younger ones, and perhaps the older one that they saw might have been Michaela. But there are other girls that were back there, and we don't know who they were."

On Thursday a pair of cadaver dogs indicated the possible presence of human remains on the property. But authorities said more debris needs to be removed before another team of dogs, used to sniff out bones, can get to work.

The archeological dogs will be brought in next week, Alameda County sheriff's Sgt. J.D. Nelson said at the news conference.

Hayward Police Lt. Chris Orrey said in addition to the ground penetrating radar, crews will be removing more debris, including two concrete slabs and a shed. Crews will also continue their search inside the Garridos' home.

Ground-sensing radar picked up an anomaly in the same general area that cadaver dogs picked up a scent that could indicate remains in the backyard of an Antioch couple already charged in a kidnapping, according to authorities.

Lt. Chris Orrey with the Hayward Police Department said searchers did a initial radar scan of Phillip and Nancy Garrido's property on Friday.

An archeologist described how ground-sensing radar is used to detect density that is different than the soil, or a pit.

"In this case, we've got an anomaly that's denser than the surrounding soil," said Bill Silva of BA Silva Sensing Systems.

He said they know the land was a walnut orchard many years ago and what the radar was picking up could be then remains of trees.

Orrey also said another bone was found on the Walnut Avenue property but it was too early to tell if it was human or animal.

On Monday, Orrey said cadaver and bone search dogs will be brought in and authorities will decide if the Garridos' home will have to be torn down.

At an afternoon news conference, authorities revealed that the bone was discovered as crews broke up concrete on the property.

Hayward police Lt. Chris Orrey said it will take time to determine whether the bone came from an animal or a human.

The search Friday at the property in unincorporated Contra Costa County involved the use of ground-penetrating radar, which showed irregularities in an area of the yard where cadaver dogs working separately showed interest Thursday, investigators said.

Orrey said "boxes and boxes" of writings by Phillip Garrido were also recovered on the property and were being taken off-site so investigators "can look through every single page."

Little work will be conducted at the site over the weekend, Orrey said, but investigators will remain on the property to ward off trespassers, who have been spotted there in the past few weeks.

When the search resumes Monday, two kinds of search dogs will be brought in, authorities said: cadaver dogs and archaeological dogs. Cadaver dogs detect decomposing matter, investigators said, and archaeological dogs search for older material.

Earlier Friday, Orrey said the dogs would not return to the area until after it was cleared of debris.

Michaela's friend Katrina was there when Michaela was abducted in 1988 by a man whose description matches that of Phillip Garrido, now charged with the Jaycee Dugard kidnapping.

Katrina is now 29-years-old, but the kidnapping has haunted her to this day, so much so that the mother of two does not want to reveal her full name or where she lives.

Wednesday was the first time she had given a television news interview in 21 years.

"My first hope would be that she's alive and that I can meet her again," Katrina said.

Katrina says she and Michaela Garecht were 9-years-old when they walked back to a neighborhood market in Hayward to retrieve their scooters when Michaela was abducted.

"That's when I heard a scream, I looked and I saw a man putting her into his car and the screaming continued," Katrina said.

Katrina watched that man drive off with Michaela. She was the sole witness.

Indications of disturbed soil and the discovery of bone fragments on the property where Jaycee Dugard was held captive for 18 years could point to something buried on a site where authorities have been searching and cadaver dogs earlier picked up a scent.

Authorities have spent days combing the land to see if Dugard's alleged captors can be tied to two other abductions from the late 1980s, but they also have cautioned that it's still too soon to know whether a soil "anomaly" and found bone fragments could mean any previous digging on the property was crime-related.

"It could be significant, and it could not be significant, but it's helping us target where we might do some digging," said Hayward Police Lt. Chris Orrey.

Orrey says the next step is to bring in two sets of dogs - one trained to sniff out decomposing bodies and the other trained to detect older bones.

"We have set it up just like an archaeological site, where we are looking for real ephemeral remains," Silva said of the backyard dig in Antioch. "This is the first crime scene I've worked on, unless you consider a Native American massacre site."

CONTRA COSTA CO. -- The main search effort was halted for the weekend, but work continued on the Garrido property Saturday as investigators searched for clues into two Bay Area missing persons cases.Using a small earthmover for big pieces, and rakes and barrels for the remaining debris that once filled the backyard of Phillip and Nancy Garrido, investigators continued their work at the Garrido home. Why Jaycee Dugard Should Sue

While law-enforcement officials figure out all the criminal charges, it's even more important that someone on behalf of Dugard and her family consider filing a lawsuit against the parole officers whose job it was to closely monitor Garrido during the time he held Jaycee captive.

A lawsuit will encourage all parole officers to work harder in the future so that a red flag that might have been ignored will instead be treated as a focus of concern.

Parole officers were supervising Garrido in connection with another kidnapping and rape case involving a young woman he'd taken to a shed and brutalized in 1976. Sentenced in 1978 to 50 years behind bars, Garrido got out 40 years early in 1988. Three years later, he kidnapped Jaycee Dugard. In 1999, his case was transferred to California parole authorities for supervision.

"Supervision" means parole officers had a duty to make sure Garrido was abiding by the conditions of his release and committing no crimes. They knew Garrido was a convicted sex offender who had drugged and raped a 14-year-old in 1972 (charges were dropped when the child refused to testify), kidnapped and raped another young woman in 1976 and, in connection with that case, admitted committing many other sexual offenses for which he had never been caught. In fact, Garrido testified that he couldn't stop himself.

Parole officers repeatedly visited Garrido at his home over a 10-year period, during which time they knew his backyard was filled with tents and sheds and that his 1976 victim had been raped and held captive in a shed. They also knew young children were living at Garrido's home and they either knew or should have known that local police had received calls form concerned neighbors about kids living in the backyard.

But parole officers did absolutely nothing to ascertain the true identities of the children, or figure out why they were there and what was going on in the tents and sheds.

Had they simply asked for identification and birth certificates, they would have learned that the two little girls living at the home were the offspring of Garrido and Jaycee Dugard—and that Dugard became pregnant with her older child in 1993 (apparently when she was only 13 years old) during one of the countless times Garrido raped her while holding her captive. There would have been no birth certificates because Dugard was forced her to give birth in a soundproof structure in the backyard.

It bears stating the obvious that had parole officers done their job and simply asked for some form of identification from Jaycee and her children, Jaycee Dugard would have been rescued many years ago. Which is why a lawsuit against the idiot parole officers is necessary and appropriate.

Now comes word that the answer appears to be "no" - at least according to Dugard.

"She's saying he didn't touch her kids," says one law enforcement source who is following the investigation.

The girls, ages 15 and 11, never went to school or even saw a doctor, authorities believe. But although Garrido and his wife, Nancy Garrido, are suspected of housing them in a backyard shamble of sheds and tents just outside Antioch, Dugard's aunt has described them as "clever, articulate, curious girls who have a bright future ahead of them."

Dugard, 29, gave birth to the girls in her teens, and both Garridos have been charged with rape. But Dugard is telling authorities that Phillip Garrido "hadn't touched her in years," our source says.

There was hope again, then there was despair again.

And now all that's left is the steady stream of reporters peering over her fence at the back of Phillip Craig Garrido's house outside Antioch as they compile stories about the possibility he killed two East Bay girls - but not Kathi Russo's niece.

Two weeks ago, Russo was talking to that stream of reporters about whether Garrido could have been the person who killed 15-year-old Lisa Norrell in 1998.

As awful as it would have been, she said, she wishes it had been true. Or that any tip pointing to the killer would be true - because not knowing who snuffed the life from the vivacious Pittsburg High School teenager is almost more than the family can bear.

"People just can't realize how hard it is never knowing," Russo, 62, said as she handed out bottles of ice water to reporters standing in the 91-degree sun on Walnut Avenue. "The pain never goes away."

On Sept. 1, after four days of sifting throughout the Garrido house and the one next door, which is next to the Russo family home, police concluded there was no connection to several area killings that dated back a decade or more, including Lisa's.
