I think you've got it! A child can attend school where their daycare is too. If she was going to the caregiver's house before or after school, that would likely have qualified her for that district.
And just speaking personally, if there was a way to potentially get my kid into a better school district I would 100% use it. So if my kid's aunt looked after him occasionally and she moved to a better district and I could use that to get him in there, I absolutely would. Just thinking out loud. I know people have speculated the "caregiver" aspect could be very meaningful, but it also could be something very simple and boring, like getting her into a better school.
