2010.10.14 - Task Force Business Plan

Taken from the form Staton submitted requesting his appearance before the Commissioners on Feb 24:

"...Explain the fiscal impact (current year and ongoing).

The Sheriff’s Office is working to manage the ongoing costs within our current appropriation through under spending in other areas."

[so, he won't be asking for more money}

And this:

"To date, the investigation has generated over 4318 leads filling 66 four inch binders. All of these leads need to be followed-up as the case continues...."

[here, he was referencing Ky's case. There's more interesting detail there about the # of people and # of cars they've so far ID'd at Skyline on June 4]

If you go to the Weekly Agenda for that meeting, you see that he has requested only 15 minutes to brief the Board about Ky's case.

[What can you say in 15 mins? IMHO, we're continuing to investigate, don't want any more money right now. I don't imagine there'll be any names named--it is a public mtg and all locals can go. The only thing of interest to me is if he's planning to continue the Task Force style investigation, or disband it, letting regular MCSO staff work on it as they can fit it in among their other duties. I guess that depends, in part, on the ability of the other govt agencies who're staffing the TF to continue to commit their personnel to it.]

It sure doesn't sound as though they are about to wrap things up, announce charges or even a suspect, if the info above is true and correct. They are still talking about those thick binders...

:websleuther:I wonder how long it would take us to look through those 66 binders???

The meeting will also be televised and (I believe) available online; instructions at the bottom of the agenda webpage.

I agree that no new names will emerge but I am optimistic that the Task Force will remain intact and on the case.

It sounds to me like the Task Force will be continuing until at least through the May date, but at which point they may require more funds. That's what I get out of it, I also feel it sounds like they are not close to any kind of announcement at this point as far as naming a suspect. I wonder how many leads have now been followed up on? At one point, long, long ago, one of the papers had reported they had already followed up on 3,000 leads or some such. Would that be part of the new number, or in addition to the new number? Or, did they maybe start over from the beginning when the task force was formed?

I find the statement that they have identified 490 persons, and yet only 54 cars quite weird. If there was an average of 3 people per car for instance, that would account for 162 people, that leaves 328 persons who either walked to school, rode a bike, or took the bus that day. Weird. And of course that doesn't count the people who may have been there that are still unaccounted for, because it was open to the public and there is no way of knowing whether or not a john q. public that was there has come forward to say whether or not they were there, and no one else would be able to identify a stranger there either, whether they walked in off the street or drove a car.

66 binders, I'll take a dozen at least!

I'm super disappointed by the 15 minute thing. That can't be good.

I know LE doesn't let on where they are in an investigation and doesn't have to do so, other than to say they are comfortable with the direction, etc. etc. etc...but honestly, if they have not been able to tie TH directly to this crime by now, I am really having my doubts that they ever will or even that she is involved. Nine months of all sorts of experts examining computers, phones, data, etc...and no one is claiming TH is smarter than all of these experts. I find it nearly impossible to believe that she had any sort of an accomplice they have yet to uncover and I also would not be surprised to eventually learn that they have ruled out Dede.

I'm never one to assume stranger abduction, knowing how rare they are, but I am really starting to wonder.

PORTLAND, Ore. -- Multnomah County Sheriff Dan Staton will brief commissioners on the search for missing Portland boy Kyron Horman and the state of the investigation next week.

The 7-year-old Skyline Elementary student disappeared from the school on Friday, June 4, 2010.

Staton and Lieutenant Ned Walls will brief officials next Thursday and will not ask for any increase in funding for the investigation.

BillyLee: Yep, to your thoughts. There's another nagging possibility in my mind about the small number of identified cars: maybe there were more cars there, but MCSO has not yet been able to identify them and/or their owners.

Remember all that confusing (to me) stuff about if you were parked here, call and leave the make and model, etc, of your car? Huh?

I do have to say, though, if I were abducting someone, I'm not sure I'd just drive right up and park. I know--bank robbers do it all the time. But they're open about taking the money.

It doesn't sound hopeful. The other thing that has always bothered me, and I know in a small organization people wear many hats, but I hate it that the detective in charge of Cold Cases (Lt. Ned Walls) is also the one who appears with Staton before the Commissioners to discuss Ky's case. (Although, he did some nice work this week on another case).

http://www.mcso.us/public/coldcase.htm [Lt Walls ID'd as heading up that unit]

pinktoes, I was directed to contact Captain Monte Reiser or Lt.Ned Walls at the Sheriff’s Department if I had further questions.

Those cold cases at your link are so sad. :(

Pdx: I know Walls isn't the lead investigator on Ky's case. I suppose Reiser heads up the MCSO component of the TF? And the lead investigator reports to Reiser? Too lazy to research all that. And I think Walls may have some admin hat he wears relating to budget or grants or something.

It just grabs me at a visceral level everytime I see the guy I know heads up the cold cases unit stand beside Staton and talk about Ky. I think, oh, how easy for Ky's case to slip right over under Walls' authority. Silly, I know.

BTW, does Portland shut down when it snows? Now I'm watching the weather forecasts and wondering if that mtg Feb 24 is subject to rescheduling due to weather.

haha.. yes, Portland often does shut down completely for an inch of snow. However, 'snow on the valley floor' (downtown) is extremely rare most of the time and I dont' recall it now, but they just published the chances for anything post Feb 15.. something like 'nil'. I have to watch the forecasts for some of my work and I don't anticipate a problem. Fancy a visit? ;) Wait, nevermind I asked that please. And remember, it will be available online. Use your resources wisely.

Pdx: Haha. I wouldn't likely be hanging out to hear something I could always read about/watch later. Besides, I snore loudly. As someone recently pointed out, Staton's report need not address anything other than budget, since he doesn't report to the Commissioners--he reports to the voters. Uh-huh.

Not on my schedule, but was just wondering if the Board might cancel their meeting if it snowed. Just curious. Hope you enjoyed your snowfall recently. An inch is a perfect amount.

Ha! LMAO! Walls has been in charge of the Cold Case unit, for some time. correct me if I wrong please. So when it was made public that he was in charge of Kyron's case, well.....it gave me cold chills.

That, however, doesn't mean that Kyron's case is on any back burner, in fact it may mean that he is on the front burner on high, but is only being handled by the Task Force, whom, I'm guessing has the authority to call out whatever forces they deem necessary in their resolve to bring Kyron home.

What it does say to me is that, they have not come up with enough evidence to name ANYONE as suspect in this case, and as I've prayed since the beginning of this case, I hope they did not spend a whole lot of time looking up the wrong road, while a pervert is running scott free! :(

I am available to start looking through the 66 binders first thing tomorrow ...

lol, I had to come back to this and possibly retract it after watching the forecast last night... we are due for snow Weds night and all day Thursday with a possible prediction of 4" accumulation downtown.
So yes, in cases like this before, city & county workers have been told to stay home and there is a possibility this meeting could be canceled.

And I won't be driving to the coast if I can help it! :D

As a fellow Portlander, yeah, yeah, yeah. I'll believe it when I see it!!!! :floorlaugh:

(For those not familiar with our climate, snow is a real treat--especially this late in the season. They often get our hopes up only to have the snow fizzle out.)

Oh ye of little faith! :floorlaugh:
We have already done the obligatory trip to Freds to stock up and lay in supplies! :D

I just figured if I didn't come back and make a note on that post it would bite me in the azz.. murphy's law!
