What I thought ICA meant by that is:

"just as she was" in their memories of Caylee, because Caylee's life was over, she would not grow older.

Interesting to note GAs lack of reaction to CA talking about how someone said Caylee was dead and that she drowned in the swimming pool.

George and Cindy would have already discussed this before their visit to Casey. It wasn't like it was the first time he heard it. I don't think it means anything.
