I think that is her nervous tick. Like when she is nervous or agitated she grooms.

ICA enters the courtroom wearing a lovely light pink
top with matching sweater. Although off the rack,
her ensemble is very stylish.. She appears to be in a somber
mood today. Her hair is swept back in a very coiffured updo.

I wonder if the deputies make her unfurl that everyday before heading back to jail? She could seriously be hiding contraband in there. Pens, drugs, a shank.
