I started thinking that the poi was wearing a naval uniform but I am thinking of wrong. Maybe a security officer patrol officer?

i could see that. it's hard to really say since it's not the best quality, but other options i've thought of is a bakery/chef uniform or a painter's outfit.

if i was on the case, i would want to do good old fashioned boots on the ground investigation regarding the condo complex her car was parked at. IMO that is not a random location. We've seen it time and time again -- perpetrators work within areas they are familiar with, and return to familiar areas post-offense. No matter how psychopathic a person is, it is still stressful committing a crime and familiarity eases stress. I feel strongly that the person, or persons, responsible have some sort of acquaintance with that complex either through having lived there, worked there, or known people who lived there. Finding those ties would almost certainly be very difficult after all this time, but i don't think it's impossible.

This goes way back, and I don't want to derail the thought process, but that would be the purpose of planting the car somewhere, to point investigators to who in these apartments kidnapped Jennifer etc. A couple of things to keep in mind is that although a hike it is walkable back to Jennifer's condos and it is said that a dog indicated that happened. But more importantly in my opinion is that that corner is a crossways for buses. Catty corner there was even a covered bus shelter, and the POI was walking up the lane toward that corner.

Getting out of Dodge quickly while not beinig noticed is as important as planting the car. Was the POI familiar with the apartments, having driven and around a few times before? I would say yes. They drove in from a side street and past the pool, then parked at end of a sidewalk not trying to hide the car at all, then walked around the pool and up the lane toward the corner. Sort of the opposite of oh, here's a good place to hide the car. I find it doubtful that it was someone who didn't know about the crime.

I’ve wondered about that as well. Supposedly, it was common knowledge that those apts were full of illegal activity, including stolen vehicles. The POi could have found or been paid to move the car there for someone else. Would explain his very nonchalant walk back to the bus stop.
And my opinion on the video- young man wearing chinos and tee shirt with bowl cut haircut.
