It may not have been a clean cut through the head and skull, but those parts have not been found or seen by the M.E.

Interesting theory, to be sure, but I have to think that the medical examiner, not to mention the investigators, would have been able to rule it out fairly easily.
Some folks mentioned that a boat was cruising the shoreline looking for something with a spotlight a week or so ago. It could be DNR looking for UNGAT as I mentioned, or perhaps inspecting boats for hull damage or checking to see if boats registered to a home address were missing.

That's not how it works in Georgia. I don't think talking to the State Representatives is going to accomplish anything. Besides, there are some very heavy hitters at LO. Tex McIver who posted about donations to the reward fund is on the State Elections Board, Jamie Reynolds was on the DNR Board, and then there are the big campaign contributors. If there are any ears to bend, they can certainly do it.
Just sit tight, SS is in touch with more help than we know about. He is just keeping it quiet and gathering evidence and waiting for results like he has from the beginning. If he doesn't get a break, he and the profilers will carefully craft what and how to let out just what they want known for whatever reason.

Interesting theory and while certainly possible..... some thoughts come to mind in considering your scenario:
1. A probability that both Mr & Mrs. D did not cease breathing before going into the water - especially if there was a crash and they were tossed. ME did not report lake water in the lungs.
2. The beheading was reported as a clean cut; my opinion is that probably a spinning motor blade would not make a single clean cut.
3. There is a high probability that someone would have seen the D's and the friend at some point during the boat ride (early) or at the friend's house or riding around the lake. I think that would have come to light by now.
4. A friend 9 times out of 10 would have called for emergency help in a boat crash - especially since it came as a surprise and anyone could have seen or heard the noise. My guess is that a friend who would have done that would by now have had a total meltdown by now OR taken their own life - under the pressure of "knowing" they would soon be caught.
5. If it happened as theorized, I think the friend would have been in such a panic he/she would have left a whole lot of evidence - especially getting Mr. D. back up to his garage.

I am surprised the local politicians are not putting the pressure on SS. Maybe it is time for residents of Lake Oconee to talk with their representatives.
