Oh so they seem to be permanent barriers then like Target or Walmart might have to prevent cars from hitting the front of the store?I don't think so. They were steel columns as described in this article.
The project to remove and replace the bollards along about eight blocks of bustling Bourbon Street, from St. Ann Street to Canal Street, began Nov. 18, city documents show. Temporary asphalt patches were installed in the spots where the steel columns were removed, according to the documents.

New Orleans barriers to prevent vehicle attacks were in the process of being replaced
Seven years ago, New Orleans officials began installing adjustable barriers at intersections in the famed French Quarter to temporarily prevent vehicles from entering the tourist area where the narrow streets are typically teeming with pedestrians every night of the week.apnews.com
I wasn't sure if cars were ever allowed down those streets that's why I was picturing something that could be removed to allow traffic when it was okay.
It's unfortunate this happened, but I think this would have happened no matter what barrier was there. It seems like this was planned so if it wasn't a truck driving down I'm sure he would have done something else.. we know he had IEDs also. I know there are always things that we could have or should have or would have done AFTER the fact and I hope they assess this well and figure out the failures.. but to really prevent these things, we have to get better at stopping the person before they are in a truck headed for a closed off street.
Where did he buy these IED parts? What was he doing online? How did he get to this point? Surely he was showing signs of something going wrong.. he was in financial trouble.. where did he get money for this attack? Who funded it?
