I get what you're saying and why it's so frustrating to learn the barricades were so inadequate.
I like that you mentioned how they cordon off Times Square with bulldozers, sanitation trucks, etc. I was totally unaware of that type of barrier being used, but I really like it. It's effective and yet it doesn't cost an arm and a leg to implement.
I'm guessing we'll see more communities taking those steps going forward.
I think a lot of the reason people overlook things like that is they just can't imagine something so horrible happening in their own little realm. But every time something like this happens, we're reminded that we have to be vigilant.

Tragedy is an effective teacher, if LE absorbs those lessons.
The NYPD is very experienced in creating frozen zones. Every time the president or foreign dignitaries come to NY, frozen zones are initiated with the perpendicular huge trucks.
I was once on a crosstown bus in Manhattan trying to get to my mammogram appointment. The Obamas were in town to catch a Broadway play. All traffic was halted for an hour and we weren’t even permitted to get off the bus and walk, so I was very late for my appointment.
Years earlier when I was five, we lived in a co-op on the East River. It was publicized that President Kennedy’s motorcade was going to drive right in front of us on the East River Drive, (now known as the FDR Drive). We were able to get up close and wave.
After JFK was assassinated, lessons were learned. The frozen zone is an attempt to keep out not only cars, but buildings in the zone are searched so no one can conceivably shoot from a window, and of course the presidential limo is bulletproof and doesn’t have an open roof like JFK had.
Something like 9/11 was different—it had never happened before so it wasn’t prevented.
Tragedy teaches, unfortunately.
Still, nothing is foolproof, but certain measures should be standard, particularly in a situation which is a ripe target for terrorists.
Sturdier barricades on Bourbon St. that were on hold for the Super Bowl? In hindsight of course, that was a major fail.
But the blame is all on the terrorist.
