I'm pretty sure none of the parents signed a permission slip for the cave trip. My understanding is that the parents had one of two choices. 1. Come and pick up their kids after soccer practice. Several of the parents did that. 2. Don't pick them up, and let them do whatever it is that kids are going to do on their own. Including maybe exploring a cave. Not sign a release for a specific excursion, which is a dangerous cave trip? Yep, that would have gone over really well in the US. Just because you are fine with letting your kid to train for a soccer game, doesn't mean you are fine with your kid going on a dangerous trip underground.
I don't know specifically about Thailand, but in most Asian cultures, kids doing risky activities and even getting minor injuries is not considered a bad thing. It's considered part of the learning process. For example there is no movement in Asia to make playgrounds child safe. Most playgrounds in Asia have lots of high monkey bars and stuff, that kids fall off of and get hurt all the time. Most Asian people believe that these type of injuries will teach kids to be more careful. I tend to agree with them.
