In general, I would say that there are exceptions to every rule and little in this life is simple. To me it is common sense that the arrest is not an illegal act but the behavior that led to it is. The illegal act occured prior to the bond.

Probably a combination of both. I see several places where persons keep saying bond decison to be made by L. Padilla. Here Tony states decison will be made by both of them.

I think there could have been an accident after an act of very poor judgement, possibly criminal negligence. I think her failure to report it may have been due to her pathological fear of facing Cindy. She may have failed to meet expectations her whole life.
