How does the stormwater 'shake up' the sewage system when they are unrelated? Given that the city had to overhaul both systems in 2020 due to a lawsuit by the EPA.

Yeah, the fence you can clearly crawl under, and there's always the chance that the door to the station was unlocked.
I found it interesting 3NEWS so definitively said it in the way that they did.
'3NEWS has learned that the lift station was locked when a Corpus Christi Water employee discovered the human remains while conducting maintenance. That means that someone would have had to have a key to get in to where the wet well is located, which is where the human remains were found.'

I attribute this to the police chief just not knowing this at the time (concerning, but not surprising).
It's unfortunately caused a lot of unecessary speculation about drainage ditches and stormwater system manholes.
To clarify: CC operates a system in which the storm-water runoff does not connect with a wastewater collection system or treatment plant link

What they're showing in this video is search and rescue teams rappelling down the ravine to look for Katie on August 9. They're not pulling the car up. I think this is what caused confusion.
