If it didn't come from Gardner, my guess is the Escondido PD was feeling the heat after all that was done from the moment Chelsea went missing and all they had refused to do for Amber.

Hard not to be in eucalyptus trees, given the terrain there. She also wasn't on a hill, but at the shoreline.
