The families have known each other for years
This was all mentioned back in thread 1
TB was sacked from her position at Smiley's by PB mother after her offence prior to PB going missing

PB role in her Mothers business was cleaner and obviously a support for various institutions with the wider Bundaberg region

JW sister was a photographer for those organisations from time to time.

TB position was terminated very early 2025

As I've said previously in post back in thread 1, IMO there's motive right there.

Yes, as you say, how many other cases involved in these outer regional areas have pig hunting as a common denominator, T Spies case is another

WHY would a support worker need to be carrying around weaponry in their car ????!!!!!
It will never make sense needing weapons under the seat of your car..

Perhaps it was safer to keep there than in the house living with someone who had a tendency of smacking her around??

But that still doesn’t explain.. why she needed them in the first place.

Makes you wonder why child protection services didn't get involved with PB when they removed TB's kids. Maybe if they had done it, it could have prevented all of this. It shows you the holes in the system and how people can slip through them.
What's the cut-off age for whatever Child Protection agency is active in QLD, anyone know off-hand? I took a brief look at the website and the Act, but it doesn't seem to be explicitly stated. I know here it's 16, so she would have been too old to fall under our mandate (I'm in Canada.)

There was a vigil in Bundaberg tonight. The Mayor of Bundaberg spoke, she mentioned that Members of Parliament (politicians) were in attendance, she thanked the Council workers and organisers of the vigil.

The Mayor did not mention Pheobe's family, which I found telling.

The family wanted focus on finding Pheobe. They have been extremely successful, there are people following from around Australia and the world. I don't believe Members of Parliament often attend vigils.

Family has the attention they wanted, the spotlight is on the case.

THANK YOU!!! :) I could have done a deeper dive, but I reminded myself that I'm on vacation, lol. I'm glad it's up 'til 18, should be that way everywhere, imo! So she fell through the cracks, so tragic. Ugh, no one did right by this child.

The organisations that the official Go Fund Me is supporting are excellent.

Whilst I don't believe Pheobe was attending school when she was murdered, the GFMe said she went to Y School Bundaberg. I hadn't heard of Y Schools so I had a little search. They are run by the YMCA and receive Govt funding.

The one in Bundaberg opened in July 2023. It sounds amazing and they also help with affordable housing. Unfortunately, none around the Bundaberg area, that area likely still relies on accessing housing support via other support services.

Many Govt services reflect the 18 year cut-off.

NDIS supports and funding move with the child or young person through their life transitions, such as turning 18 years old and leaving OOHC, or where restoration occurs.

Whenever a significant life transition occurs, the NDIA should be contacted to make sure the supports and funding effectively meet the child or young person’s needs in their new environment.

I don't know if Pheobe had it, but it stands for borderline personality disorder.

I believe it can be covered under NDIS if other criteria are met. It is supported by NDIS providers that offer psychosocial services.

"The symptoms of the disorder usually first appear in mid to late teens or in early adulthood. Women are three times more likely to be diagnosed than men, although recent research shows a similar prevalence for the condition.The causes of BPD are not fully understood. They are likely to involve biological, social and/or environmental factors. For some people these factors may relate to childhood experiences of trauma or neglect."

I came to ask the same thing. I believe someone posted up thread about Pheobe having BPD, which I took to mean Bi Polar Disorder, but I could be wrong. I think it was a local, and AFAIK, it was not a fact. If indeed it's true, it is considered a disability under the NDIS I believe.

If she was funded by the NDIS, she was either self managed, or had a plan manager. This could quite possibly be her mother or TB, who could mismanage funds if they wanted to. NDIS has its flaws, and there are ways to rort the system.

BPD is borderline personality disorder.

Many, many moons ago when I was still in uni, my SIL told me they don't even look at the cases they get involving 15-year olds, because they'll have aged out of the system by the time they're able to finish an investigation. Too many cases, too few workers, so they prioritize the younger ones. I assume it's the same everywhere. :(

It's generally not a lack of caring, just an enormous lack of ressources. (Edit: referring to the actual workers themselves, the government itself absolutely needs to do better!)

Yeah - I work in child protection here in QLD and concur that it is rare for any investigation a let alone intervention to happen with a 17yo. That’s not a blanket rule though because there are certain situations where there would be an investigation for a young person that age, however generally speaking, for a young person of that age who is living independently and has/demonstrates the capacity to meet their own needs, child protection would have been unlikely to have intervened. But also, I haven’t heard or read anything in mainstream media or even on here that indicates that anyone reported concerns about Phoebe living in that home. The brother of TB reportedly raised concern about her little children living with TB but not sure that Phoebe was part of that complaint. If child protection don’t know about it then they can’t assess whether they should be involved or not…

Knowing what we know now of what happened to Phoebe, I am not sure that there’s many *red flags* of where systems should have done something different. Aside from being on bail for weapons charges maybe / but we have no evidence that weapons were involved in Phoebe’s unfortunate ending. So rather than pick systems to pieces, I feel we should lay the blame at the feet of those accused. They failed Phoebe.

Thanks for clarifying. Both are mental health disorders and both can be covered by the NDIS.

People use the Acronym "BPD" to mean either Bi Polar Disorder or Borderline Personality Disorder.
I don't know which (if any) Pheobe might have suffered from, just pointing out that Acronyms can have many meanings and can be easily misinterpreted.

Just to be clear, for the others reading this thread:
THERE IS ZERO EVIDENCE THAT PHEOBE HAD EITHER OF THESE CONDITIONS

A google search for either of these terms
  • "Pheobe Bishop Biploar Disorder" or
  • "Pheobe Bishop Borderline Personality Disorder" or
  • "Pheobe Bishop BPD"

Shows zero results except for this very thread.
I think it's safe to say there is no published information from either Police or Media that includes those terms.
Pheobe's mum certainly never referenced these terms.

Furthermore - Biploar Disorder & Borderline Personality Disorder are not disabilities.
Assuming that Pheobe was somehow involved with NDIS funding (National Disability Insurance Scheme) over a Psychological Disorder with zero evidence is getting a bit ridiculous isn't it?

The only possible link to the NDIS is TB having previously worked in a support role, and one of her own children has been reported (in the media) to have a disability. I don't see what that has to do with Pheobe.

Interesting!

Looking at the foul house and its position to the Smiley's Business address, I find it hard to believe then that PB family didn't know she was living in absolute squalor !!!!!!!!!!!

Exactly what is going on with all of this????
Is this a case of fraud and a more sinister underlying event here?
Are police looking into all of this that you speak of?
