As much as I feel badly for Laurie Massicotte, I don't think the answer is suing the police.
EVERYONE should be vigilant about locking their doors and windows..always. Especially single women. That's really not rocket science.
I don't need a police force to tell me that I need to keep my windows and doors locked at night when I go to bed.
That would be the equivalent to a Dr suing a hospital for contracting hepatitis by not wearing gloves. It's something you just do.
