How exactly does LE protect the public by arresting and charging someone who is then not prosecuted and released for lack of evidence or a speedy trial? IMO the two are tied intrinsically to one another. Successful prosecution IS insuring public safety isn't it?

If the murderer wanted money, why didn't he rob the Dermonds? Whoever tries to claim this reward is going to end up implicating theirselves. They can't say they stood by and watched and finally when the reward was big enough they decide to rat out their friend who has a fetish for male heads.

1&2&3, If Sheriff Sills had a clue who was responsible for the Dermond's horrific murders. Would he be asking for donations from the public to raise the reward amount, one month later?

Why not? For example, maybe the killer is an 8-5 office guy with a secretary. Suppose the secretary came across something but isn't sure. A reward may encourage someone like that to come forward.
