The general stance of VPN providers has shifted slightly but it appears to be the case from one of the leading VPNs that logs will be kept if a law enforcement agency asks in advance about a specific user.Do you have a source for vpn providers being required to keep US user logs? I did a google search and found nothing

The VPN provider quietly changed a 2017 blog post to note that it does comply with lawful requests for data; it also notes it doesn't log customer activity 'unless ordered by a court in an appropriate, legal way.'
LE hasn't, to my knowledge, stated that a VPN was used, alone or in conjunction with another service. It could have been an online anonymizer, a VPN, or a combination of both. It's possible to daisy-chain these services internationally.
