Tucson Outdoor Lighting Code is so strict—requiring specific shielding angles and total lumen caps—that many residents find it easier to just leave the lights off rather than risk a fine. That's what I think too. Until there’s verification she physically entered her house, I think it’s fair to question the timeline. There’s been no footage shown of her arrival or departure from Annie’s. Unfortunately to hide the evidence from SA. We had a case in Paso Robles, CA and another case in Vermont. Both older female victims living alone and taken.
