Part 12. Administration Of Estates Of Missing Persons Presumed Dead
PROBATE CODE
SECTION 12400-12408

12400. Unless the provision or context otherwise requires, as used
in this part, "missing person" means a person who is presumed to be
dead under Section 12401.

12401. In proceedings under this part, a person who has not been
seen or heard from for a continuous period of five years by those who
are likely to have seen or heard from that person, and whose absence
is not satisfactorily explained after diligent search or inquiry, is
presumed to be dead. The person's death is presumed to have occurred
at the end of the period unless there is sufficient evidence to
establish that death occurred earlier.

12402. Subject to the provisions of this part, the estate of a
missing person may be administered
in the manner provided generally
for the administration of estates of deceased persons.

I am a little underwhelmed by the Father's Day tributes to Bob in the media, which would have helped highlight the fact he's still missing. But that's because I haven't found any. Hoping I've just been unobservant and just missed them.

I'm also wondering if Bob's best friend was unobservant too? Because he lived right around the corner from Bob until just weeks before Bob disappeared, saw him a lot and he never noticed any signs of dementia in Bob. Said he was mentally 'sharp', in fact.

zwiebel, I highly doubt there is that much "unobservancy" (how's that for a new word?) around. Love your posts. Subtlety is such a wonderful thing.

Well, I've spotted an unlinkable and unverified suggestion that Father's Day was marked 'privately' for Mr Harrod.

The wisdom of that, if true, is a little questionable to me. When a father and grandfather has been missing for nearly five years and his case has just about dropped out of sight in the media, any chance for publicity should be grabbed with both hands, in my opinion.

Ah well. Someone saw a tweet on Bob Harrod's feed, that led to finding Spanish translators to help two Dutch girls missing in Panama. So his name is getting out there anywhere, as a help to other missing people. Worldwide.

That's got to be a good thing.

Well, at least we know what is private now, isn't going to remain private forever.....

Someone out there is getting complacent thinking they have gotten away with disappearing Mr. Harrod. They haven't. That heavy weight exists every day. Not only for the person(s) responsible for disappearing Mr. Harrod, but also those who find themselves in a position to have to keep secrets and cover for -or- deflect away from those responsible.

That burden gets heavier and heavier by the day. At some point, someone is going to get so tired of that heavy weight their conscience will lead them to do the right thing. It's just a matter of time.

While some may wish to keep your story a private or secret issue, we still hear you Mr. Harrod and we will still continue the search for you until you are found and receive justice.

Human remains have been found in Sky Forest, Lake Arrowhead, San Bernardino. BUT it is almost certainly not Bob. The remains were located very close to a rehab center where a man has been missing for 8 months.

It will take some time to ID whoever it is though, so thought I should flag it here.

There was quite a search for in this area for this young man. A recent news article mentions there was quite a search party for this young man. Even requests for volunteers.

Next time a volunteer search for a missing person is done in this area, we need to ensure those organizing the search, as well as the searchers are aware Bob is still missing, so they can make note of any signs that might lead to Bob's recovery.

Well, I noticed a wanted man was just apprehended there, thanks to a reader's tip, so the community's obviously civic-minded. San Bernadino County's so close to OC and has so much natural, remote terrain, it would make sense to have some searches for Bob there.

Mrs Fontelle Harrod's welcome home by Bob's daughters. On disappeared, daughters said within days of this return, they consulted a lawyer on how to help Fontelle, and then explained to her she had no right to be in the home she'd shared with Bob. Apparently thought she'd be better off back in Missouri?

There is an admittedly extremely vulnerable senior, Carl Salayer, who went missing in Ramona, San Diego Cnty.

I am entirely supportive of all that is being done to find him - teams have been called in from San Diego, Riverside and San Bernardino. My heart is full of dread for his family, but I am hoping for a miracle for them.

But it does highlight the glaring contrast with the disappearance of Bob Harrod. What happened to Robert Merle Harrod and the searches for him?

Bad knees, bad sight and suggestions of dementia from his youngest daughter. But it seems the only searches were knocking on doors? Why didn't police think it was necessary to call in SAR teams for Bob?

I'm always hopeful someone stumbles upon Bob or evidence linked to Bob's disappearance on these searches for other MP's in the area. Because I know it will be more likely, I win the lottery AND the Cubs win the world series in the same year before Bob's daughters organize any public searches for him.

On second thoughts, no. Not going to happen. O/T but I believe Germany V USA is next. :) If there's anyone from Orange County in the team, I'll be torn.

Just had a person asking me why a multi-county agency, full scale (air/foot/dogs/horses) search for a missing person would be scaled back, after 7 days.

They just don't know what happens in some cases. Like Bob Harrod's.

Bob and Fontelle's fifth wedding anniversary is fast approaching. I will have to look up what the gift for that is.

Okay, it's wood. I am going to set myself a mission to somehow find a piece of wood that represents the love between Bob and Fontelle Harrod, and her loyalty to finding him.

I haven't a clue how to do it at the moment, but I'll work on it. Any ideas are welcome, of course.

1,000 year old wood would be a nice way to mark Mr and Mrs Harrod's wedding anniversary this year. I know where it is. It's just a question of how to get it. A few countries away.....
