The WComd does not have access to a mbrs medical records. Absolutely, no way, no how. This is a certainty. He has no authority to request them. The Wing Surgeon would never allow it. A mbr's medical file doesn't even fall under the Wing - it falls under the medical detachment. Even the mbrs CO cannot know anything about a mbr medically - only their disposition.
A mbr's pers file? Possibly. That would be way too easy to verify - I'll try to explain the process. ALL pers files are requested on what's called a "GC 97". The Wing Orderly Room receives this request, and it is either picked up by the individual requesting it (in his case, his WExec) or mailed internally to the requestor. A charge slip is signed with the date, and to who it went to, and when it was brought back and put inside the empty pers envelope (like a library card of sorts). He doesn't just barge into the WOR and bark out orders or take something or help himself like it's portrayed on TV.
I know the TV portrays these positions as all mighty, all knowing, and all seeing, but they're not. Don't forget...he may have been the Wing Comd, but he has a boss he is to report to.
But RW was base commander, not wing commander, when he was stripped of his rank.
He also worked at DND HQ in Ottawa, reviewing personnel files. We don't know if he retained his access codes. With his expertise in electronic warfare and past history of tampering with computers, anything is possible.
