I think the idea being alleged as dumping is it's being offered at an unfairly low price - eg often associated with government subsidies - in order to put local competitors out of business...and then, potentially, raise prices after the competitors are all gone.I don't really understand about products being dumped in other countries. I assumed something would only be imported if someone (a distributor, presumably) orders it. But dumping sounds more like it's being forced on the receiver?

It's very much in the eye of the beholder. Sometimes tariffs are put on to please a certain group of voters, eg Wisconsin dairy farmers.
I wasn't aware Cdn dairy was being sold over the border. But many Canadians are no longer consuming as much dairy, so there might be a surplus now.
The way that unwanted USA milk would enter the Canadian supply chain is if Canadian milk costs more than USA milk. For example, if Canadian milk costs $2 per litre and USA milk costs $1 per litre, grocery stores will purchase/order that cheap USA milk.Thank you, @otto . We used to risk the gun violence and just try to be alert and act safely, but with all of the hatred and division and the poor leadership and contagious diseases now it is so much more scary.

Trump can only apply tariffs to Canadian goods entering the US.
Canada can apply tariffs to American dairy entering Canada.
