Jennifer Hosking is appearing via video link today.

The prosecution is asking about an affadavit prepared by Ms Hosking, which deals with Erin Patterson's incarceration.

Patterson was immediately assigned as a major offender, due to the media attention around the case.

She was assigned to the Gordon Unit at the Dame Phyllis Frost Centre, which Ms Hosking tells the court is a restricted unit.

It means Patterson's movements are restricted.

Ms Hosking says there are about 20 cells in the Gordon Unit.

Patterson was then moved to the Murray Protection Unit, a smaller area of the prison designed to hold people that need more supervision or protection.

Jennifer Hosking says the protective Murray Unit is less restrictive than the Gordon Unit, with open areas.

Women in this facility are able to move more freely, interact with each other and work at a factory during the day.

Erin was moved to the Murray Unit in December 2023, before being moved back to the Gordon Unit briefly in March due to safety concerns stemming from media attention, before returning to the Murray Unit about a week later.

She spent another three months in the Murray Unit, then returned to the Gordon Unit in June 2024 for similar safety concerns.

Seriously. She murdered three people and intended to murder a fourth as well! Media attention was given to the horrific and rare crime that it is. Of course she's a major offender

Jennifer Hosking tells the court she has remained in the Gordon Unit since June 9, 2024.

She says Erin Patterson is subject to an "intensive" management plan.

The court hears that Patterson is entitled to a minimum of one hour outside of her cell a day.

Ms Hosking says while Patterson has access to chaplaincy services, she has not made use of them.

She also has access to health services, access to a leisure centre twice a week and a lounge once per week.

Erin Patterson is settling into the confines of a women’s prison.

At her plea hearing in Melbourne, Jenny Hosking, the assistant commissioner of Corrections Victoria, started to paint a detailed portrait of what life in prison, so far, looks like for the triple murderer.

Initially, Patterson was placed in the high-security Murray unit at the Dame Phyllis Frost women’s prison, a direct result of her “major offender status” due to intense public interest in her case. In this unit, her movements were restricted.

After about six weeks in custody, Patterson was moved to a different unit, known as Gordon, which is a protection area but has more freedom and allows for greater interaction with other inmates.

Inside Gordon, small courtyards with gardens and a shared lounge area with televisions. Inmates in this unit can work in a specific factory during the day and even prepare their own food in small kitchenettes.

Erin given 'major offender status' in prison
Crown prosecutor Jane Warren told the court the pre-sentence hearing would continue with the evidence of Jennifer Hosking.
She is the assistant commissioner of the sentence management division at Corrections Victoria.
The court heard Ms Hosking prepared a report about Erin’s circumstances in custody.
She said she arrived at Dame Phyllis Frost Centre in early November 2023 after she was charged and was given a “major offender status due to high volume of media attention”.
Ms Hosking added that she was taken to the Gordon unit where there is “close support and supervision”.

Lockdowns at Dame Phyllis Frost limiting freedoms

The court hears that Erin Patterson complained to a legal representative of fewer opportunities to leave her cell in recent months.

Jennifer Hosking concedes to the court that due to staffing issues at the Dame Phyllis Frost Centre, Patterson's access to areas such as the library has been limited.

"Not totally limited, but it has been impacted by lockdowns, yes," Ms Hosking says.

Ms Hosking says lockdowns have been "more pronounced" since the middle of last year due to staffing shortages.

She says due to the pandemic and the lower levels of prisoners, the centre had paused recruitment.

Ms Hosking says there is currently a significant recruitment push underway.

Hopefully it is different now she is a convicted murderer??
Having access to these kind of things is part of most major prison systems.

A bored prisoner is a prisoner more likely to resort to negative behaviour, against themselves, against other prisoners, and against staff. It's a major safety issue, and contributes to poor physical and mental health for everyone involved.

Access to certain things can also be a way to reward a pattern of positive behaviour, removal a punishment.

It's Skinnerian behaviourism at its most basic level.

The days of pointlessly winding a crank that does nothing or moving rocks from one side of a yard and back are long gone, back in the Victorian era, where they belong.

Will Erin Patterson be allowed back into a less restrictive unit?

Jennifer Hosking says Patterson is able to use an intercom system that is in place between the cells, but notes Patterson does not know any of the other prisoners in other cells.

Ms Hosking is asked if Patterson's placement in the Gordon Unit is permanent, and she says it is not.

She says authorities will continue to review Patterson's status on a monthly basis, in regards to her safety.

The prosecution finishes its questioning of Ms Hosking, and Colin Mandy SC is up for the defence.
