small children missing for 6 weeks and no cadaver dogs sounds really out there for me unless they are absolutely sure they are not in that area

It is strange. A dog can go where humans cannot.

Did CPS think that these developmental delays were caused by neglect or abuse?

could be. I think Nova Scotia has a lunch program, so it can't be not sending lunches, maybe state of clothing or skin/hair, maybe bruising

Wouldn't school refer the kids to school specialists for testing. Or maybe MBM refused to allow it to be done?

Testing for additional needs is in no way done through the school. It is done through the local health authority.
The school will offer assistance in appropriate ways, but no testing is done through a school in Canada.
(I am a Canadian living in Canada with a school aged disabled child with additional needs.)

I wonder why lilly brought her bag and what did it contain ?

Was jack naked from the waist up ? . Did he normally play outside like this?
Did she always bring it out to play ?

And if so what items did she normally stuff it with.

I think it's important to know what's inside as it may give a clue to were they were heading . Did she bring the items she would normally bring to the cabin or swimming costume for example.

Maybe because I have clinically diagnosed ocd I just assume by process of elimination it would be easy to narrow down what items they brought and that can be told to the public so they can be reported if a member of the public sees a discarded children's toy etc Because without prior knowledge you might just pass it by without a second glance and disregard the importance of it . Obviously at the moment everyone local is on high alert but months down the line when it's a distance memory for most .it's helpful to have a visual as an image tends to stick in ones mind

Like did they bring food , was it in wrappers ? Is the piece of blanket found belonging to a blanket that is actually missing .

The blanket piece actually has my radar up for a possible cover up of murder or accidentally death of the two kids on the property and then bodies wrapped up and brought to another place . Its an act a parent would do placing a dead child in a blanket they treasured . ,this scenario is low down on my list of possibilities but it did cross my mind

Probably not as Lilly and Jack weren’t removed from the home (unfortunately).

It seems to me the school were concerned about the children being neglected.
The article is behind a paywall for me. Curious, does it mention anything about neglect?

Scott Armstrong, Nova Scotia’s Minister of Opportunities and Social Development, confirmed in an interview that the agency had a file on the children prior to their disappearance, but said it would be inappropriate for him to discuss the agency’s findings.
I expected as much seems to be the norm in a lot of missing kids cases

Chris Watts killed his two young daughters so that they wouldn't tattle on him for killing their mom. Since Lilly and Jack "will talk your ear off", were they tattling on their parents at school? Over what, I have no idea.

Their developmental delays were already disclosed by their mother. As I recall she stated they were behind other children in school in her one and only interview with the media. Autism was also mentioned.

Can a school in Canada refer a child to the health board for assessment if they have concerns about their development or behavioral issues

In ireland we have NEPS . Which is intials for national educational psychological service . Their purpose is to address learning ,behaviour and social- emotional needs . They conduct psychological assessments to identify needs and inform interventions. They can also assess for autism ,adhd and specific learning difficulties like dyslexia. They do not diagnosis but can support a child's needs and can forward a referral if needed .
I'm sure they would inform child protection agencies ( tulsa ) if they suspected neglect was the cause of delays and behavioural issues

Way back when we had child school psychologists, but in todays world, I have no idea.
We also had truant officers..... LOL... we were terrified of them.

You're good!! I felt there was a previous file started on those little bunnies. This makes the possibility of abduction better. A do gooder, a reason to hide them from CPS, family, friend???
No wonder MBM isn't talking, she's embarrassed, terrified or really doesn't care??? Yikes or worse. Bet it was a teacher.
usually if there is a safety concern about the property, they give you some expectations and timelines to complete, when they come back. if up to snuff, they go away. probably why there were fence boards there, to comply with a soc serv request. and small kids close to a hwy with no fence could be a safety concerm ,

What we don’t know is the findings following the CPS report. But if it involved ‘living conditions’ I think that would go beyond a messy yard or house, onward toward neglectful parenting. That can often be recognized by something as simple as children not dressed appropriately to the climate. Was there a recent improvement or had both MBM and DM just threw up their hands in defeat over the job of parenting 2 possibly autistic children as much too difficult and the writing was on the wall? Given their comments after the disappearance it was if they were intentionally emphasizing their neglect of both Jack and Lilly.

So I agree, maybe MBM did hand the children over to the band to protect and raise in order to avoid government intervention. Murdering the children and going to jail wouldn’t pose much of a solution.

If this means that the child has to be removed from home, the child welfare worker will work with the family to ensure that the child can go home as soon as it is safe to do so. In the vast majority of cases, investigations do not result in the child being removed from the family.

If the child cannot live safely in the family home, the child welfare workers will make arrangements to temporarily or permanently place the child in another home where he or she can be cared for. This is called placing the child “in care.” The first choice for a caregiver in this situation would usually be a kin connection or a foster family.
