An Orion report dated February 16, 2017 states that a "Rick Allen Whiteman" reported via contact method "email" that he was on the trails Monday between 1 and 3 maybe and he saw three females.

The contact method is listed as email. That leads me to believe that RA emailed in his tip. RA told Mullin and Liggett (10/26/22) that he went down to the station and talked with someone and they came out and took his information down.
That is interesting!
So he didn't meet a conservation officer in a store parking lot. That always sounded odd.

The name mix-up. Did he include his address, or did he provide incorrect information?

In my opinion, you’d have to be mad to think KA didn’t know that that was RA when “down the hill” was shown on the news daily for 5 years. She isn’t fooling me with this nonsense.
As soon as he entered the interrogation room, we could hear the similarity between his voice, and the voice on Libby's recording. Why couldn't his wife hear it?

The emailed tip I was referring to was dated February 16, 2017. That is when RA self reported.

Officer Dulin was given a lead by LE to follow up with RA, which he did on February 18, 2017.
Dulin called RA's cellphone number that he left with the tip. Dulin asked if RA would come down to the station to give a statement. RA declined. Dulin then asked if he could meet RA at his home. RA declined and suggested that they meet at the Save-a-Lot parking lot. Dulin agreed.

I don't know what email tip line he utilized or what info they may have requested for tips given. He may have been trying to make it hard for LE to decipher who he was without flat out lying or the tip line may have asked for his name and address and that is why he just put Rick Allen and his street name.

In the parking lot, RA told Dulin that he parked by an old building. He said he saw three girls. He said he was on the trails from 1:30 to 3:30. He said he was watching a stock ticker on his phone as he walked so he wasn't paying attention to his surroundings. He said he saw vehicle at trailhead. Dulin wrote down identifying numbers off of RA's phone.

That phone was not found to be contained in the geofence at the trails that day and that phone is no where to be found.

Maybe he fed it to his lawnmower on purpose or he made it go missing another way and used the lawnmower story as a convenient excuse?

I noticed that RA often has given two different versions of things.

He told Kathy that one of his phones got destroyed by a lawn mower. What other phone of his is missing besides the one he had in the timeframe of the crime?

He told Mullin and Liggett that the phone he had that day was probably in his closet at home. He said his wife would probably know where it is. Then he said his wife may have recycled it.
He never mentioned one of his phones was destroyed by a lawnmower.

At some point RA said he was already going to Save-a-Lot and that is why he suggested meeting Dulin there.

Another time, he said he guessed it was busy at the police station suggesting that is why Dulin met him there.

I know LE gets a lot of flack in regards to this investigation, and a lot of it is justified, but can we acknowledge how brilliant their strategy was to simultaneously interview Kathy and Rick without each other knowing on October 13, 2022?

If that phone is still intact, it will likely never be found & it’s probably for the best as it will most likely further dishonor the victims……unless there is other evidence which may shine a bright light in much darker & murkier waters…..where the bigger catfish still swims as a free citizen.

Probably won’t happen though.

Officer Vido is the one that told KA that Allen said he was there between 1:30 -3:30. To which KA replied, "Okay."

It is interesting that RA didn't tell Liggett and Mullin on October 13, 2022 about one of his phones being destroyed by a lawn mower when they were asking about his phone. After all, he talked on and on about prior cars he had when they asked him what he drove that day.
In that same interview, he can remember all of these company volunteer days (or something to that effect) which he attended prior to the murders, possibly years before, but can’t recall exactly where he parked - at all. He was pointing all over the satellite image they slid over to him - never naming any streets or roads. What sort of BS responses were those?

Ask me how to get to my house from an hour in ANY direction & I’m going to be able to tell you at least each highway number, street name or county road number/letter until you reach my driveway. I don’t believe he named a single street whe they asked how he got there & where he parked.

He also told them he possibly drove 1 of 2 cars (in response to your post mentioning him giving 2 answers to LE’s questions).

If two children went missing in an area that we all three had been at, (at the same time) and the very next day they are found murdered in that same area, then I am going to remember specific details of both days.

If I knew that the killer hadn't been caught yet, I would be inclined to keep the phone that I said I was using in the area that day, especially knowing that LE took identifying numbers off of my phone while investigating the murder of those two children.

RA was obviously playing dumb. He knew exactly where he parked that day. Although he gave the (CPS) building as an option, he didn't want to commit to having had parked there because he knew that LE believed that that is where the killer parked that day.

I don't believe that to be the case because on the Source of Information section it only lists:

There is no email address listed of his on this document.

IIRC, RA mentioned in the 10/13/22 interview "we" went down to the station so he could report he was there. I thought he meant with Kathy. However, in KA's newly released transcript she doesn't mention a trip down to the station at all.

There's every chance she did recognise it. We know that she will lie for him without a twinge of conscience. Anything to maintain her marriage, her existence, with the brutal murderer of two young girls. She chose a side, and that side was her own. We saw that in how relentless she was in squashing any suggestion that he admit guilt.

IMO, that should have been highly suspicious. Exactly what RA didn't want to do, should then have been demanded of him: to come to the station for an interview, no argument. In passing, it was for RA far too easy to talk nonsense and not commit to anything. MOO
Did LE in Delphi learn anything from this?

Can you imagine if RA was brought down to the station on February 18, 2017 and they asked him if he would sign a release so LE could look at his phone? I believe that is what should have happened. Imo, none of us would be here discussing this case right now if that had happened.

The investigation was chaotic in those first few weeks with multiple agencies involved. Mistakes were bound to happen. Too many indians not enough chiefs.

During Dulin's testimony, Rozzi asked Dulin,
"He actually made a call to speak to an officer himself, didn't he?"
Dulin responded, "I believe on the lead sheet it says email, but I'm not sure if it was emailed from whoever he talked to, I have no idea how he contacted law enforcement, I just know that the lead indicates that he did, himself, contact law enforcement."



So, did RA tell Rozzi he called in his tip? If so, that is a different version then what he told Mullin and Liggett.

It's interesting to read the transcript of the KA interview, and to watch Richard Allen's interrogation, in the context of knowing that they know the truth, but want to pretend they don't. You can almost see them trying to block thoughts so they can tell the story they want to tell.

Investigators ask an unrelated question to get them to relax and answer questions with easy factual answers - allowing them to talk at length about unrelated points, then switch back to questions where they claimed to have memory failure or attempted to be evasive.

It's obvious with KA. She went into the interview planning to avoid telling investigators that she knew that Richard was on the trails on the day of the murders. She started off with a clear "no", they never discussed that he was on the trails that day. The investigator repeatedly returns to that line of questioning until she answers "yes", they discussed it, and eventually she provides details.

The "black hair" remark is quite likely to imply that a black haired witch with two younger girls was on the trails to commit murder.

They both spent a lot of time declaring that they would never break the law and park on private property.

It's weird that she would even try to deny it when she later states that RA had told her that he had talked to an officer and they got information from his phone.

KA must not realize that she is confirming that RA saw a witness (RV) that saw Bridge Guy entering the trails minutes after RA's vehicle is seen heading towards the CPS building.

Can you post the other times KA talked about those three girls in this transcript?
I recall that she said something like it didn't seem like he just passed them. Thanks.
