This woman deserves a badge!
She deserves the reward or a portion of it if, make that when, RA is convicted. The reward money probably doesn't apply to members of LE agencies. IDK

February 15, just before 7 p.m.: Indiana State Police released the photo above of a man they believe was on the Delphi Historic Trail around the time that Abigail Williams and Liberty German were there.
ISP wants to speak with the man or anyone parked in the lot near the bridge about what they may have saw.

Investigators want to talk with him about what he may have seen. They would also like to speak with anyone who was parked at High Bridge Trail Head on Feb. 13, between 1 p.m. and 5 p.m.

Police appealed for the public’s help late on Wednesday to identify a man they were seeking in connection with the double homicide of two teenage girls in Indiana.

The man, dressed in jeans, a dark blue jacket, and a hat, was seen in the same area of the Delphi Historic Trails on Monday around the time Abigail Williams, 13, and Liberty German, 14, were walking.

The man in the photo released by investigators was seen on Delphi Historic Trails on Monday, around the same time the teens were seen walking, reports CBS affiliate WTTV.

Investigators want to question the man in case he has any information. They are also asking anyone who was in the area of High Bridge Trail Head on Monday between 1 p.m. and 5 p.m. to come forward

We are providing a photograph of a subject who was on the Delphi Historic Trails on February 13, 2017 around the time Abigail Williams and Liberty German were walking. We are asking help from the public to help identify him so he can be contacted regarding what he might have seen.

Also, if you were parked at High Bridge Trail Head on February 13, 2017 between 1:00 p.m. and 5:00 p.m. we would like to talk to you.

If you can identify the subject or were parked in the lot, please contact the Carroll County Sheriff’s Department or the Delphi Police Department at 765-564-2345 or the Indiana State Police at 765-567-2125. You can remain anonymous if you request.

"UPDATE" Identity of the Two Bodies Found in Carroll County from Indiana State Police-Lafayette District 14-Lafayette, IN : Nixle

The ISP rleased teh photo around 7pm EST on February 15, 2017. They did not reveal the source of the image at all, further they did not state his proximity to the victims when the image was taken. Simply that he was in the same general area and may have seen something.

Guilty way out in front thankfully. I am becoming more confident he will be found guilty as the days tick by.

what if his wife saw the picture and said "isn't that you? Honey you need to call them and tell them that's you because they just want to talk to witnesses"

Do we know if he came forward when the police initially said they just wanted to talk to the man in the photo or after they said the man in the photo was a suspect?

I find this interesting. By then it was widely known that the image came from Libby’s phone.

Also, it shouldn’t matter where that image is from. It’s you or it isn’t. There’s no way he hadn’t seen it before.

I’m almost certain a juror will ask Mullin why RA became agitated.

And we finally we learn he “was off from work that day ” but my question, was he scheduled to work? We should learn that answer if employment records are introduced.

agreed, by October of 2022 when Mullins interviewed him there is no way he hadn't seen the image a thousand times.

Interesting to me his statement. Not - that isn't me. Just - if that is from one of the girls' phones there's no way it could be me. why all the extra unnecessary words?

Of the more than 50,000 tips received in #DelphiMurders only ONE mentioned Richard Allen, and that came from him on 2/16/17. The video the state says shows his car arriving on 2/13/17 - wasn't obtained until 9/2022, per testimony of Kathy Shank and Steve Mullin.

It was still in the possession of the Hooser Harvestore, per today's testimony. Mullin testified previously he took screen shots of it, but apparently they didn't take the entire video back in 2017.

He told LE he parked at old farm bureau bldg but no such bldg existed so they figured he meant the old CPS bldg.

Baldwin said to Mullin, “You lied to this jury, before lunch you lied to this jury.”

Wonder if RA had a new phone at the time. Did LE start to quiz him about location previous phone and he walked out?

Wasn't that the area the girls were dropped off? Assuming LE wanted to see if anyone who was parked in that area had perchance seen the girls, the unidentified man, or anything that struck them as suspicious

Ives' Response to Subpoena?
NEW: the defense for Richard Allen in the Delphi murders case wants to call former Carroll County prosecuting attorney Robert Ives.

Allen’s attorneys sent Ives a subpoena on Tuesday of this week requesting his testimony at the trial.

Ives is trying to quash the subpoena,meaning he does not want to testify.

He states any information that he has would clearly be work product, which is some thing not discoverable.

It says anything that he would have information about would be purely speculative, irrelevant, and inadmissible in this proceeding. We will let you know what the judge decides.

Sorry if already extensively discussed or if judge has already ruled.

First "work product doctrine" applies to DOCUMENTS & tangible things per my understanding, and in IN. "work product of the parties and their legal or investigative staff."*

Presumably Ives has no relevant documents in his personal possession or custody, as (presumably) they all remained in the office of succeeding prosecutor(s?).

Secondly WP doctrine serves as an exception to what parties must produce during DISCOVERY i.e., PRE-trial phase, not now in trial.

I can only see p.1 of his motion, not the ¶'s objecting that any stmt he could make would be irrelevant or inadmissible. Seems judge might have thoughts about that. That is, if the subpoena is not quashed.

Was /is Ives named on the defense's WITNESS LIST? Seems a bit late now to call him as a previously unknown or unidentified witness. ;)

ETA: Welcoming clarification, correction or diff of opinion.

"Work product doctrine" protects from discovery by the opposing party documents and tangible things that are prepared in anticipation of litigation or for trial. Rationale: to protect an attorney's "mental impressions, conclusions, opinions, or legal theories."

Indiana Rules of Criminal Procedure
Adopted effective January 1, 2024
Rule 2.5. Discovery
(A) Automatic Discovery/General Provisions.
"(3) Absent a showing under Trial Rule 26(B)(3), the following are not subject to disclosure:
(a) privileged communications as defined by law; and
(b) work product of the parties and their legal or investigative staff...."

Baldwin said to Mullin, “You lied to this jury, before lunch you lied to this jury.” Mullin responded “Is there a question?” Baldwin handed Mullin a copy of the October 13, 2022 interview with Allen. Baldwin asked Mullin to point out exactly where Allen said he may have gone westbound on 300N to get to the trails on Feb. 13, 2017.

Mullin responds that Allen said he was travelling in a direction that seemed like it could have been westbound.

Baldwin asks Mullin if he asked Allen if he went to the trails in a different way. Baldwin says this is because “they are desperate for Rick to have been going west.”

Prosecutor Nick McLeland objects over and over, saying Baldwin is impeding the questions with his opinions.

Baldwin says “words matter on the stand, correct? Especially if those words impact the timeline.”

Baldwin asks Mullin, “for your theory to work, Richard Allen’s car had to be at the CPS lot between 1:30 p.m. and 4:30 p.m.?” Mullin says he wasn’t giving direct quotes from Allen.

The jury asked Mullin “Were you in an interview with Mr. Allen where he stated he didn’t remember which way he took to the trail?”

Mullin responded “yes.”
